Incorporated in 2013, Johor-based property Welton Development may be a new kid on the block, but the collective experience of its high-level management certainly gives the company a competitive edge when it comes to offering residential and commercial projects that raise the standards of living.
Each a leader in their own respective fields, the directors of Welton hold some of the most high-profile projects in their portfolios including Zedge Condominiums and Nova 88 Condominiums in Singapore, in addition to Abu Dhabi Investment Council Headquarters in the UAE.
The intrinsic qualities of these projects that promote sustainable development practices through innovative concepts are rooted deeply within the core values of Welton, where it aims to deliver high-quality projects of great value while providing a personalized service to every customer.
Driving this vision for success is none other than Mr Ling Kee Tong, founder of Welton Development, whose extensive experience in the real estate industry has enabled him to propel the company as a fast-growing property developer in the southern state of Malaysia. Forging alongside Mr Ling is Mr Thomas Ling, co-founder of Welton Development, who oversees the day-to-day operations and is responsible for the management and marketing aspects of the corporation, and Ir. Lim Lian Yap who brings forth his expertise of working in many projects such as Penang Traffic Dispersal Scheme, Ipoh-Lumut Road Improvement, Communication Tower- Menara Kuala Lumpur, and The Second Penang Bridge Link.

Born in 1965, Mr. Ling Kee Tong founded Welton Property Sdn Bhd in 2012 and subsequently incorporated Welton Development Sdn Bhd in January 2013. He was in the real estate industry in the 1990s as a main contractor but moved on into the trading industry after the economic crisis where he traded commodities for five years.
By 2003, he saved enough money to venture into the lucrative bird nest industry and has been at it up till now. In 2010, Mr. Ling noticed that the real estate market is booming and had thus begun to gather funds to re-enter the real estate industry once more – this time as a developer.
Mr. Ling sourced amongst friends and professionals to locate the best candidates for his new development company. He knew that in order to grow Welton into one of the industry leaders, he would need not just strong finance but also excellent management from the team of directors. With his leadership ability, Mr. Ling is able to convince each of the directors, a leader in their own field of expertise, to join and grow Welton, with a public listing as the first milestone for Welton Development.
[/fusion_person]Born in 1988, Mr. Thomas Ling received his education in Singapore after which he moved to Australia for further studies. He graduated from the Australian National University with a Bachelor Degree in Business Administration, specializing in the field of Management and Marketing. Upon graduation, he returned to Malaysia to assist Mr. Ling Kee Tong to manage his businesses.
Mr. Thomas Ling joined Welton Development Sdn Bhd as a Marketing Director since the day of its incorporation and has been overseeing the management, marketing and day-to-day operations of the company.
[/fusion_person]Ir. Lim Lian Yap, B. Eng (Hons) MAL, P. ENG, MIEM, MICE, C.ENG, graduated with a Bachelor Degree in Civil Engineering from the Faculty of Engineering, University of Malaya in 1977. He is a Member of the Institution of Engineers, Malaysia and a Professional Engineer registered with the Board of Engineers, Malaysia. He was also a Member of the Institution of Civil Engineers, United Kingdom and a Chartered Engineer with the Engineering Council of the United Kingdom.
In 1983, he joined a class-A construction company, Lai Siew Wah Sdn Bhd (later known as Ireka Construction Sdn Bhd and Ireka Corporation Bhd) and was with the company from 1983 to 1993. He worked as a Project Manager, Senior Project Manager, and in 1990, was promoted as the General Manager of the company. During the time, he managed and administered many construction projects worth more than RM1.0 billion, mainly construction of road and highway projects, golf courses and club houses, steel bridge construction known as “Autopontâ€, water supply, etc.
During the period between 1993 and 1995, he worked closely with the L&M Group in Singapore and Malaysia, managing projects in Malaysia notably Best World Shopping and office complex in Johor Bahru, the Pasar Borang Complex in Selayang, Kuala Lumpur, and the Communication Tower-Menara Kuala Lumpur.
From 1995 to 2014, Ir. Lim Lian Yap managed his own project management company to provide project management services to public listed companies such as Ireka Corporation Bhd and Crest Builders Holding Bhd, and Bumiputra Construction Company such as Bina Mahir Sdn Bhd, and Japanese Construction Company such as Mitsui Construction Co. Ltd, Kajima Corporation and TOA Corporation for projects undertaken by them.
He also worked with local public-listed companies such as Crest Builders Holdings Berhad, Japanese Construction company such as Kajima Corporation, and Chinese company such as China Road and Bridges Corporation submitting commercial proposals on concession or Private Finance Initiative (PFI) basis to the Government of Malaysia for projects such as The Second Penang Bridge Link, the Interstate Water Supply from Pahang to Selangor through a Tunnel, and the upgrading of the existing road from Air Hitam to Kulaijaya, Johor to a dual two-lane highway.
[/fusion_person]Joseph Tey Wei Jin is a shareholder and director of several Singapore incorporated companies.
After graduating with honours from the National University of Singapore, Joseph started his career in the corporate and investment banking division with DBS Bank where he acquired an in-depth understanding of credit analysis and corporate finance.
From 2000 till 2004, Joseph, together with a few of his DBS colleagues, co-founded Caplink Pte Ltd, a financial advisory firm for businesses. The company activities include assisting businesses on corporate financial advisory, corporate restructuring, debt and private equity advisory. Over this period, Joseph worked on a magnitude of deals with business owners that also allowed him to build up an extensive network of contacts within the business community.
In 2003, Joseph started a company, Orion Global Pte Ltd to provide business consultancy services to various businesses in the region. Through the application of his managerial skills, work experiences and extensive contacts, Orion Global now provides consultancy services across various industries including IT software planning, design and development etc.
In 2004, Joseph, together with a few business partners in Singapore and Indonesia, successfully tendered for a US$30m contract with CNOOC for the provision of 6 crew boats in Indonesia. As a shareholder and executive director of Sterlink Investments Pte Ltd (whose principal activities is ship ownership, management and operating), the company successfully contracted a yard to build (and subsequently delivered) and managed the vessels. In 2008, due to the booming demand for offshore crew boats at the height of the oil price, the company sold off the vessels and the shareholders cashed out.
In the last few years, Joseph has invested and expanded his group of companies to ventures into other industries. Details on these business activities are stated below:
Ayers Development Pte Ltd is the investment holding company set up for the purpose of acquisition and development of properties, both residential and commercial. It currently holds a 30% stake in Welton Property Sdn Bhd which is involved in the development of a 1,134 unit condominium project in Iskandar region, Malaysia.
Peppercorn Pte Ltd is the investment holding company for the Food & Beverage Businesses. The company has a subsidiary, Communal Tables Pte Ltd which currently operates an American diner (www.communal.sg) in the business heart of Singapore.
Jeriko Resources Pte Ltd is the investment holding company for the Mining Business which carries out investment in businesses involved in Exploration & Production activities in the mining industry. Currently, the company owns 50% of a subsidiary Fulle Pte Ltd which effectively owns the concession and operates a granite mine thru its associated company, PT KSS in Kalimantan, Indonesia. It also effectively (100%) owns a manganese mining concession and operations thru its associated company, PT Nusa Lontar in West Timor, Indonesia.
Currently, Joseph has invested and owns various other overseas businesses with various partners. Joseph is a holder of the CFA charter.
[/fusion_person]He has worked in Perth, Australia with Wilson Design Consultant as an Assistant Architect upon graduating with a degree of Bachelor of Architecture and projects ranges from convention centre, residential apartments, restaurant and work closely with interior designers.
In 2003, Jason pursued his postgraduate study in University of Nottingham in UK and graduated with a commendation in his Degree of Master of Architecture in Design and Theory in 2004. In 2005, Jason joined BDP, one of the largest Architectural Practice in Europe and top 10 largest in the World.
During his tenure in the UK for 8 years, he has worked and designed numerous international projects in various continents such as in the UK, Europe, Middle East and Asia.
He works very closely with all design consultants as he believes in the notion of ‘Total Design’. Due to his design experience, he is appointed the role as Senior Design Architect to spearhead the design competition team in BDP Manchester. Eventually working closely to set up the BDP Shanghai office and work collaboratively between these 2 BDP offices. Under his leadership, BDP design competition team has won numerous projects in China, Turkey and Cyprus.
He has worked on many projects such as Suzhou New District Cultural and Sports Centre, MMU School of ART & Design, Covent Garden Urban Village, Lanzhou Tower, HengQin Masterplan, Kuala Lumpur International Financial District (KLIFD), Foshan Masterplan, Leeuwin Estate Winery, The Carine Tavern, Gold Coast Convention & Exhibition Centre, Perth City Council, and Clyde Pump Headquarters.
In February 2013, Jason returns to Malaysia to pursue even further his architectural endeavour under T.S.YEE & ASSOCIATES. He subsequently seconded and joins Welton Development Sdn. Bhd. In Johor as an in-house concept architect. Providing design concept, advice in architecture and landscape for a major residential development scheme with 3 high-rise tower as well as overlook all design matters.[/fusion_person]
